Description

The Presidio of Monterey Defense Language Institute, located in Monterey, Californiaobtains its water from the Carmel River via the California-American Water Companyunder the jurisdiction of the Monterey Peninsula Water Management District. TheMonterey Peninsula experiences periodic droughts that result in water shortages. Inaddition, the State Water Resources Control Board ordered a reduction in water pumpagefrom the Carmel River, thus creating a water shortage by legal action. As a result, theDistrict maintains strict guidelines on water allocations and the issuance of water permits.The Presidio of Monterey implemented a series of water efficiency actions in order toreduce water demand and obtain water permits for remodeled facilities and newconstruction. One action was to replace 173 urinals with waterless urinals in classrooms,offices and other institutional facilities. This action is estimated to save 2.98 milliongallons per year. Another action was to replace dining facility waste-disposal systemswith state-of-the-art disposal systems that extract and recycle water from the slurry ofdining room garbage. These new disposal systems are estimated to save 2.76 milliongallons per year. This paper reviews the estimated savings, benefits and managementissues related to these two water efficiency actions.
