Description

The two-stage Disinfectants/Disinfection ByproductsRule promulgated by the US Environmental ProtectionAgency (USEPA) requires “enhanced coagulation,”which attempts to control the formation of disinfectionbyproducts (DBPs) through the removal of total organiccarbon (TOC). Utilities must achieve TOC removals asprescribed by the USEPA’s enhanced coagulation matrix.This research proposes an alternative matrix based onspecific ultraviolet absorbance (SUVA) rather than TOC.The authors analyzed data collected under theInformation Collection Rule and found a clear relationshipbetween SUVA, source water characteristics,and the effectiveness of coagulation for the removalof TOC and UV-absorbing substances. Researchfindings showed the ability of SUVA to predict thereactivity and removal of natural organic matter(NOM). In this article the authors propose thatenhanced coagulation requirements based on SUVAwould facilitate compliance with maximum contaminantlevels and help utilities optimize coagulant dosingand NOM removal as well as control the generationof DBPs.
