This article emphasizes the key principles and analytic tools needed to build a more efficient rate structure. To help water suppliers assess alternative pricing approaches and their effects, The California Urban Water Conservation Council (CUWCC) developed a handbook titled “Designing, Evaluating, and Implementing Conservation Rate Structures”. This article summarizes the approach presented in the handbook and also explores the relationship between water conservation and water rates. Includes 25 references, figure.
