Description

The new coliform rule promulgated by the US Environmental Protection Agency in 1989 presents a basic and fundamental change in monitoring strategy. The information obtained from this new type of sampling must be handled differently than the density data obtained under the old rule. A statistical analysis of the rule indicates that water of acceptable quality may be found to be in violation of the standard a significant portion of the time and that water of unacceptable quality may be found to meet standards, particularly when small numbers of samples are taken. Monitoring results can be used to estimate the fraction of coliform-contaminated water and the confidence intervals related to these estimates. Water system conditions that may significantly affect public health violate the assumptions used to develop the standard. Includes 6 references, tables, figures.
