Description

The East Bay Municipal Utility District (EBMUD) of Oakland, California, operatesa water supply system starting at the Pardee Reservoir, in the Sierra Nevada Mountainsand supplying 1.4 million customers an average of 250 million gallons per day(MGD) in the East Bay. The water supply system includes over 400 facilities. TheEBMUD has a raw water resource, extensive distribution network and 6 continuallychanging water treatment plants. EBMUD raw water resource consists of 600 squaremiles of watershed which culminates into two reservoirs which feed three rawwater aqueducts extending into the East Bay about 90 miles. The Distributionnetwork comprises as estimated 4500 miles of pipe, thousands of appurtenances and120 pressure zones. The Treatment Division consists of 3 direct and 3 fulltreatment filtration plants, each with differing design capabilities, equipment,control mechanisms and a variety of chemical and pumping systems. Functionally,although the product and goal remain the same, clean safe drinking water and anuninterrupted delivery system to 1.4 million customers, the operating proceduresare significantly different from plant to plant as well as how the final productis distributed. At present EBMUD maintains a Wide Area Network (WAN) whichconnects all facilities with the central severs located within the mainadministration building in downtown Oakland. The Water System Operations andTechnical Manual Project was conceived in order to detail down to the valve levelfor each water treatment plant and the distribution system standard operatingprocedures, drawings and equipment manuals so that operators who had to bereassigned to a non-familiar plant could restore service and maintain thatservice as well as operate day to day. Additionally standards in the form ofregulations are changing more and more each year. The purpose of thispresentation is to show one option using the structure of an installed Intranetto develop, deploy and maintain a viable method of standard operating procedures,online documentation, real-time data for managers to evaluate day to day systemperformance and provide a training mechanism which can be accomplished in housewith minimal cost.
