Enterprise Compliance Management (ECM) is an integrated and robust compliance managementperspective for an organization to effectively identify and subsequently implement regulatoryenvironmental management policies and requirements. This perspective is aligned with theemerging Environmental Management System (EMS) approach fostered by the US Environmental Protection Agency forgovernmental entities through the improvement of internal and communications and processstreamlining (Herron, 2002). Multiple benefits are derived from government entities adopting anEMS approach to their regulatory permitting. When EMS is coupled with ECM, theorganizations can significantly improve environmental and compliance managementperformance levels to deal with increasing requirements demands. Without ECM, an EMSadoption could be thwarted by ineffectual compliance management of its requirementsconditions and actions.ECM is first presented in conceptual terms, focusing on seven critical best-of-breed compliancemanagement program elements. The co-authors explain how these ECM elements fit into theformula for adept systematic compliance management of both internal enterprise organizationand external environmental management regulatory forces.Discussed compliance concepts are then grounded in practice by describing how a governmentalentity is adopting compliance best practices in reengineering its regulatory permitting processes.Pressed with numerous environmental permitting needs and issues, this Southwest FloridaCounty decided to take, not a conservative small step to purchase compliance transactionalsoftware, but, an innovative action to develop a county-wide enterprise permit workflowmanagement system that embodies and models the ECM elements.
