This paper presents the elements of a fully developed information technology (IT) plan and explores how such planning might be done effectively with a reasonable amount of effort. Topics discussed include: data planning or why information is a key corporate asset; application planning or how to prioritize and integrate; technology planning or putting the infrastructure in place; and, support planning or training and supporting users so that the rest of the effort pays off. These different aspects of technology planning must be done in a way that ensures they are linked; that applications create the data the utility needs, that the infrastructure is robust enough to deliver their applications, and that users are trained in the right kinds of skills. This paper not only discusses how to ensure that IT supports business goals, but in addition, how IT can be a tool of value to the organization in shaping and re-evaluating its business objectives and opportunities.
