This paper examines primacy from the perspective of a large investor owned water utility and the role it played in attempting to find a workable, equitable solution. Since 1990, a number of different ideas have been floated, some in legislative draft form, on how to fund the Connecticut agency charged with administering and enforcing regulations under the SDWA. At the time this paper was delivered, no solution had been chosen because the state legislature had not yet voted on the current bill. The article does suggest, however, what should be done on this issue, and provide a perspective of the process, discussions and negotiations for funding to maintain state primacy. By citing examples, is provides insight as to how to influence state legislators and other opinion leaders in the U.S.
