This paper addresses the basic questions asked by water planners and their administrators, namely: How reliable are the estimates of water conservation savings? Are the projected savings reliable enough to justify the cost of a demand management program and to be included in a long-term water supply plans? Much of the paper is based on a book the author wrote for the California Urban Water Agencies, entitled Evaluating urban Water Conservation Programs: A Procedures Manual.
