The author holds that debate over the issue of primacy is insignificant in comparison to other challenges facing the water industry, including upgrading treatment plants and infrastructure, educating consumers about water quality, the need for wise use and conservation of water, and the prevention of waterborne disease. This paper summarizes the position of the League of Women Voters on a number of topics and offers an overview of the development of regulation over the past 17 years.
