Leveraging Technology has become an element of nearly every successful business’Strategic Plan, but few have a written Information Technology (IT) Plan. Fewer yethave an IT Plan that is really a subset of the organization’s Capital Improvement Planthat not only documents the requirement and justification, but provides for appropriatefunding levels.This paper addresses the following topics:commitment of management to IT planning;determining requirements within the utility;prioritizing the requirements;to integrate systems, to plan for integration, or not; and,alignment of requirements and ability to execute.The key to successful IT planning is having a systematic approach that is repeatableand sustainable. This paper covers some of the most successful techniques in ITplanning in use today, and pesents ideas on how to start, or improve,an IT planning effort.Increasingly, utilities across the country are attempting to adopt IT planning processesand methodology to improve the effectiveness and return on their investments intechnology. One utility currently undertaking this change is the Henrico CountyDepartment of Public Utilities (Henrico County). Henrico County’s effort and approachto undertaking an IT Planning process and its execution are presented in this paper. Includes figures.
