Description

The Capital Regional District (CRD) supplies water to the City of Victoria and thesurrounding area. Victoria is the provincial capital of British Columbia, Canada, and has a population of over310,000. Over the past several years, the CRD has been planning upgrades to itschloramination treatment facilities. The planning stage involved investigating variousfiltration and disinfection strategies. Ultimately the CRD adopted a plan incorporatingthe use of ultraviolet (UV) disinfection combined with chlorination and chloramination for its watertreatment improvement project.Between 2002 and 2004, the CRD has implemented the installation of a 580 ML/d UVdisinfection system. The system was retrofitted into the existing water system andcommissioned in March 2004. This paper describes the project, the projectimplementation, and some of the challenges that faced the design team, which included: UV transmittance; hydraulics; and, control.
