Over the last decade, water utility managers have been increasingly challenged by an arrayof competing demands that strain available financial resources. In this context, the mandatefor more effective protection of drinking water infrastructure simultaneously is anopportunity to enhance customer service and another claim on limited resources.Accordingly, utility managers must prioritize potential security investments carefully andensure that selected security improvements are delivered cost-effectively.
