Description

This report details a pilot study conducted for the purpose of determining recommended bestpractices for users and engineers in the reduction of SCADA system total life cycle cost. The studyis based upon a two part North American survey of municipal SCADA users and engineeringprofessionals active in SCADA system design. The analysis of survey data employs a systemsengineering technique known as Quality Function Deployment (QFD). In the first survey, thetechnique is used to rank the factors users believe most contribute to SCADA total life cycle costs.In the second survey, engineering professionals offer their experience regarding how they believeuser factors determined in the first survey can best be addressed. QFD is employed to combine theengineer’s ranking of effectiveness of the method to the user’s ranking of the importance of thefactor to determine best practices recommendations. Each best practice is further explained toconvey the breadth of engineering intent and opinion. Includes 4 references, tables, appendices.
