This paper reports on the validationprogram of ultraviolet (UV) disinfection equipment for the City of New York and the unique set ofchallenges that have been addressed.The design of a UV disinfection facility for New York City’s Catskill and Delaware suppliesposes several unique challenges due to the scale of the facility (2,020 mgd), the unfiltered stateof the water being treated and the relative infancy of UV technology. Challenges that have beenencountered include the need to provide a facility with the following criteria:it meets the required design goals under all potential operating conditions and raw waterqualities;is highly reliable; and,maintains the present operational flexibility of the system.Additional challenges in designing the world’s largest UV disinfection facility includemaintaining a schedule ahead of regulatory promulgation, maintaining operational flexibility inthe overall system both now and in the future and ensuring that the UV equipment that will beprovided for this facility can be validated to meet the design criteria. There is currently nofacility world-wide large enough to validate units of the capacity to be used for the Catskill andDelaware Facility. Until recently, it has been believed that validation of large-scale UV units wasnot technologically or economically feasible. This paper addresses how DEP has addressed thesechallenges to validating large-scale UV equipment. Includes 2 references, tables, figures.
