Description
This paper presents the measurement systems developed and refined from January 1999 through December 2000 in the Managing Distribution Operations Business System of the Louisville, Kentucky Water Company. The measures are introduced, their applicability discussed, and their use in operational and strategic decision making processes explored. Examples are given to support the necessity of accurate measurement systems and the benefits of their existence. Includes tables, figures.
