Description
This paper discusses how block rate pricing increases the difficulty of estimatingthe relationship between water use and water price. With block rate pricing, the price paid by customers changes with increasing increments of water use. Because increasing block rates are becoming more popular with water agencies as a water-conserving policy tool, the challenge of measuring price elasticity with block rates is becoming more important.
