Description
This article presents the concept of a new Federal Water Infrastructure Bank (FWIB) to address the need of government financial support for water infrastructure projects. The FWIB could be capitalized by borrowing from the U.S. Treasury, atTreasury rates, and passing those lowrates on to utilities. The article discusses the basic principles thatmust be met if such a bank is tobe developed.
