This powerpoint presentation begins by providing a brief overview of the capital investment planning process. The presentation states that large utilities require complicated capitalinvestment processes that include the following:create and maintain investment strategies;develop an asset plan;manage capital program;implement projects; and,operate assets. The eight key components of an asset investment strategy are presented and include: capacity and growth; efficiency;regulatory compliance and water quality goals;renewal or business support assets; renewal of network assets;renewal of supply and treatment assets;reliability of supply and quality of service; and,operational risk management. Asset inventory strategy project coding, benchmarking, current water and wastewater metrics limitations, and AWE indicators are presented. Presentation conclusions indicate the following: all water utilities need to define strategies and establish their ownplanning criteria as well as a methodology to assess competingneeds;Investor Owned Utilities have much in common with MUA’s,however business plans are also driven by outside forces andrequire unique planning guidelines and metrics;comprehensive planning studies and asset managementpractices are essential tools in prioritizing system improvementsand identifying metrics; and,interpreting the data supporting a benchmark indicator is often asimportant as the numerical value of the benchmark indicator.
